The National Diploma in Public Administration and Management (NDPAM) is designed to equip students with essential knowledge, administrative skills, and leadership ethics required to excel in public service and administrative roles.

About the Course

This two-year diploma program provides a strong foundation in the principles and practices of public administration, governance, organizational behavior, and policy formulation. It prepares learners to work effectively in government institutions, NGOs, local governments, and private organizations with a focus on service delivery and institutional development.

The course integrates theoretical learning with hands-on fieldwork to ensure students are ready for the demands of real-world administrative environments.

Graduates are prepared for roles such as administrative officers, policy analysts, local government managers, human resource officers, and more—or may proceed to pursue a bachelor’s degree in Public Administration, Political Science, or related fields.


Minimum Academic Requirements for Intake

To be eligible for the National Diploma in Public Administration and Management, applicants must fulfill at least one of the following requirements:

  • Uganda Advanced Certificate of Education (UACE) with at least one principal pass and two subsidiary passes in relevant subjects.

  • National Certificate in Public Administration or a related field from a recognized institution.

  • Any equivalent qualification recognized by the National Council for Higher Education (NCHE).

  • Mature Age Entry: Applicants aged 25 years and above who pass the mature age entry examination are eligible.
